Resolved

Developer Sign-Up is now performing normally. Unusually high load caused some sign-up requests to take longer than normal during organization creation, triggering a timeout that prevented the completion of a proportion of attempted sign-ups. Load levels have returned to normal and we will continue to monitor load levels closely.
